Queue health
The queue is healthy when the next useful cards are easy to find and weak cards do not stay open.
Too many open cards
Too many cards means the user cannot see the next step.
Archive weak cards. Complete finished cards. Ask CLEA to merge repeated ideas.
Do not treat every card as equal. Some cards need action now. Some need a question. Some should be archived because the evidence is weak or the same idea already exists.
