The owner does not need to do everything, but they should drive the next step.

Add an owner when a card touches setup, publishing, content review, or a data connection that someone must approve.
Time-sensitive work
Some cards matter more before a launch, report, or scheduled prompt run.
Cards without a real time need should not pretend to be urgent.
Use deadlines for real moments. A launch date, report date, or next scheduled prompt run can make a card time-sensitive. A card should not become urgent only because it has been open for a while.

Add an owner and deadline when the card needs coordination.
Leave simple cards lightweight.
