Start with the reader journey.
Ask what the reader needs after this page. If the page explains a problem, link to the solution page. If it explains a feature, link to setup or proof. If it compares options, link to the main product page and a deeper guide.

Issue location
Link issues usually live in the body copy.
Sometimes the link target is missing. In that case, create a planned page in the sitemap instead of forcing a weak link. Sometimes the target exists, but the current page does not point to it yet.

Do not ask only for more links. Ask for better links.
Human review
Open the target pages before approving important links.
The link should point to a page that actually supports the sentence around it.
